California's Surplus Land Act: whose own filings have blank or placeholder addresses?

Every California city and county must report its surplus and excess land to HCD every year under Gov. Code §54230, filed as “Table H” of the Housing Element Annual Progress Report, due April 1. We downloaded HCD's full published Table H dataset — every row, 2018 through 2025 — and checked the one field every row is supposed to have: a real street address for the parcel. 234 of 11,870 filed rows (1.97%) have a blank, “NA,” or placeholder address instead, across 17 jurisdictions.

The enforcement is real

The Surplus Land Act isn't a toothless reporting duty. The California Attorney General obtained a $96 million stipulated judgment against the City of Anaheim in 2022 over a Surplus Land Act violation tied to the Angel Stadium property sale. HCD has since issued formal Notices of Violation to the City of San Bernardino (2023), the City of Moreno Valley (2023), and the City of Ontario (ongoing through 2025). Anaheim is also one of the 17 jurisdictions below with a placeholder-address row in its own Table H filings.

Jurisdictions with placeholder-address rows in their own Table H filings

This is a filing-quality signal, not a legal finding: a jurisdiction's own submitted data has a required field filled with “NA,” “None,” raw coordinates, or nothing, for at least one parcel it reported as surplus or excess land.

What this page does not claim

A jurisdiction with zero Table H rows is not shown here as non-compliant. A city or county can legitimately have no surplus land to report in a given year, so an absence of rows is not evidence of a violation — only evidence that we have not yet checked that jurisdiction's actual land holdings against its filing history. Of the 540 jurisdictions in the universe, 282 have never filed a Table H row at all; that number appears here for completeness, not as an accusation.

Method

Source: HCD's own published Table H CSV on data.ca.gov (download), columns JURISDICTION, COUNTY, YEAR, APN, STREET_ADDRESS, EXISTING_USE_TYPE, NUM_OF_UNITS, SURPLUS_TYPE, PARCEL_SIZE, NOTES. We read every row from 2018 through 2025 and flagged any row whose STREET_ADDRESS was empty, a placeholder string, or raw latitude/longitude instead of a street address. Pulled 2026-10-19; HCD updates this file as jurisdictions file, so a jurisdiction's current count may differ from what is shown here.

If your jurisdiction is listed here

If the address field is a data artifact rather than a real gap, write to ryan@civicdataworks.com and we'll correct or clarify the page. If you want help fixing it going forward — or help with the paperwork for an actual disposition — we run both as a service: $1,950 setup + $3,600/year for the annual filing and public-inventory service (year one all-in $5,550, renews at $3,600/year), or $2,500 per parcel for a one-off disposition packet. See pricing detail.
